Letter of explanation for a PR card renewal: when you need one

A routine PR card renewal does not need a cover letter. IRCC names a letter in one place, urgent requests, and the form lets you add a separate document when you run out of room. Here is each case.

A blank cream sheet of paper with a green fountain pen, a sealed blank envelope, a closed green folder, a mug and a plant on a wooden table in window light.

The short answer

IRCC’s instructions for the PR card form (IMM 5444) do not mention a letter of explanation, and IRCC publishes no template for one. We checked the form instructions and the urgent-processing page on 2026-10-09.1

Urgent processing: the letter IRCC names

If you need your card quickly to travel, IRCC says to include all of these with your application:2

  • Proof of travel showing your destination and travel dates, such as your itinerary or a copy of your ticket.
  • A receipt for your trip showing the date, the amount paid and the payment method.
  • A letter that explains the reason for the urgency.
  • Proof of the urgency, such as a doctor’s note, a death certificate or a letter from your employer.
  • English or French translations of your documents, if applicable.2

IRCC lists these reasons for urgent processing: a job opportunity, work related to your current job, your own serious illness, the serious illness or death of a family member, the loss or theft of your PR card while you were temporarily outside Canada, and a crisis, emergency or vulnerable situation.2

To flag the request, check “Yes, my request is urgent” in the PR Portal, or write “urgent” on the envelope for a paper application.2

Important: Missing proof means normal processing

IRCC says that if you forget to include proof of urgency, or your situation does not fit, it will process your application normally. The letter alone does not replace the proof.2

Travelling without a valid card: the PR travel document

When a box on the form is too small

Four parts of IMM 5444 carry the same note: “If additional space is required, please include a separate document.” They are 3.6 (details for your immigration history answers), 4.1 (addresses), 4.2 (work and study) and 5.5.1

Section 3.6 is where you give details if you answered Yes to any of questions 3.1 to 3.4 or checked a box in 3.5. If your details do not fit, a separate document is what IRCC points to.1

Our habit: name the section the page belongs to at the top, so it is not mistaken for something else.

IRCC’s own French page says “utiliser une autre page” in 4.2 where the English says “a separate document”. Either way, you are adding pages, not a new kind of form.1

What to put in it (our writing advice, not an IRCC rule)

IRCC does not publish a format. These are plain habits that keep a letter easy to read. They are ours, not IRCC’s.

  • Who and when. Your full name as on your PR card, your UCI, the date, and which application the letter goes with.
  • One purpose. Open with a sentence that says why you are writing, such as “This letter explains why I need my PR card urgently.”
  • Facts in order. Dates, places and what happened, in the order they happened. Leave out opinions.
  • Point to the proof. Name each document you attach, so the reader can match the letter to the pages.
  • Keep it short. One page is usually enough. Sign and date it.
  • Both languages are not needed. Write in English or French. For urgent requests, IRCC lists English or French translations of your documents, if applicable.

Keep a copy of everything you send.

When a letter is not the answer

A letter does not fix a missing document or change the residency count. If your days in Canada fall short, have a question about your status, or want to put humanitarian and compassionate considerations forward, those are case-specific. Speak to a licensed professional before you write anything. Section 5.7 of the form has a space for humanitarian and compassionate considerations, and what goes there is a decision to make with advice.1

Note: Who can advise you

Only lawyers and paralegals in a Canadian law society, Quebec notaries, and consultants who are members of the College of Immigration and Citizenship Consultants can charge you to represent you. prcard.ca explains IRCC’s own instructions; it doesn’t give advice on your case.3

Quick answers

Do I need a letter of explanation to renew my PR card?
Not for a routine renewal. IRCC names a letter for urgent requests, and the form says to add a separate document when a box is too small.
What goes in the letter for urgent PR card processing?
IRCC asks for “a letter that explains the reason for the urgency”, sent with proof of travel, a trip receipt and proof of the urgency. Say why you need the card by your travel date and name the proof you attach.
Is there an IRCC template for a letter of explanation?
IRCC does not publish one on the pages we checked. A short, dated, signed letter with facts and the documents it refers to is enough to be clear.
What if my answers do not fit in the form?
IRCC says in sections 3.6, 4.1, 4.2 and 5.5 to include a separate document if more space is required.
Can a letter replace proof of urgency?
No. IRCC says that without proof of urgency it processes your application normally.
